Show Must Go ON
Last night more than any other time I wish I was recording the Huge event of Capturing Bin Laden...or should I say the heroic act of the US Military and CIA work of ''Killing'' the most wanted man on earth. I Was watching the Celebrity Apprentice on NBC channel and all of the sudden this news reel showed up at the bottom announcing that Barrack Obama will address the nation soon in unusual and unprecedented speech. I was amazed it is nearly middle of the night in Washington DC; what on earth is this guy going to blow our mind with at this time?
Within 5 - 10 minutes I was flicking among the US main stream media CBS, NBC, ABC, FOX or MOxnews, CNBC, and CNN etc.. all of the sudden this forensic reports on Bin Laden Death. News started flying from all around with none accurate details on where, when and who did that. It seemed pretty much a News but not that of a great important News to me, as I don't believe that this little low life collaborator ''Bin Laden'' worth anything any more as he has done his job already of damaging Islam and open the door for the vultures to hunt over middle east resources.
It seemed that CIA and other agencies knew that the impact of this News won't be as huge as they have wanted it, therefore they were prepared to put an spectacular show and again manipulate the public feelings and brains and make them believe this is a great success and a huge achievement especially from Obama administration who is failing day by day to fulfil any of its promises or reforms internally and international. Cameras roles, correspondents are scattered across the globe to report the ....well let's say ...unreported. There were no materials or evidence or anything to talk about rather than repeating that Bin Laden is Dead, of course with a huge Oscar winning performance from most of the top Stations anchors who are happened to be all on their shifts that night.
To add spice to the soup, CNN's Wolf Blitzer started linking the death of the Face of Evil with the revolution spring in the Middle East and how the new generations in the Arab World will benefit from that, which it doesn't make any sense what so ever. The funny thing is, an hour after that every news channel around the world is repeating the same sentence again and again and again as if the plan is to rub somehow against the new Era of change that is happening in the Middle East and involve the region into this stupid 'Shakespearean' play.
Now back to the Stage Show directed by US Media; as all of the sudden after Barrack Obama calculated speech within seconds while the White Correspondents are reporting and commenting outside the garden; this ocean of people start swooping the perimeter of the White house chanting and cheering USA, USA , USA.
Suddenly NBC reporters was talking to the anchorman in the studio and without noticing that he slipped and said ''This is exactly what is planned for ages during Bush administration, .... As the republican had everything planned and organised for the that sort of reaction when this news comes out..... Well it is happening now and this was planned years ago!!!'' the cameras are flying over the fences and showing these waves of cheerers who gathered ''spontaneously'' to express their joy and solidarity to the US Army and the administration. This is the moment I was recording so I will not be paranoid to be called conspiracy theorist because it is a conspiracy and well plotted. The funny thing is all the crowd were absolutely young kids between 18 and 25 and happened that most of them running with the American ''Brand new'' flag wrapped around them; thanks to HD TV shows you every details better than the naked eyes; as you can see how new and fresh the signs and flags are. To prove the reporter's plot that banners where saying Bush & Cheney as the naive kids forgot that the plot planned during Bush administration but happened under Obama. Not a problem a slight mistake form the organisers just like when they have plotted brand new Quran versions and flight manuals among the WTC rubbles.

New Generation Fellows Take Part in Exchange Program
In Washington, D.C., and Budapest, Hungary, these activists will spend a week visiting with governmental, nongovernmental and media organizations to learn how these institutions work in a democratic environment. Afterwards, the activists will be placed in fellowships with non-profit organizations around the country and throughout Europe which work on advocacy campaigns, press freedom, torture prevention and community activism. The fellows’ final week will be spent back in Washington and Budapest, discussing their fellowships and determining how their experiences can be applied to their work at home.
The New Generation of Advocates program supports young civil society activists who are working for peaceful political change in the Middle East and North Africa, primarily through professional fellowships in the U.S. and Central and Eastern Europe’’.

SENATOR LIEBERMAN’S FEBRUARY 17 MEETING WITH GAMAL MUBARAK
1. (C) During an hour-long meeting on February 17, Gamal Mubarak discussed with Senator Joseph Lieberman the problems with Gaza and Palestinian reconciliation, as well as the broader political split within the Arab world. Senator Lieberman sought Gamal’s advice on ways for the U.S. to engage Iran; Gamal offered that the best way to defeat Iranian ambitions in the region is to make progress on the Israeli-Palestinian peace process. Unfortunately, Qatar is playing “spoiler” in order to get “a seat at the table.” Gamal, a former international banker, opined that the U.S. needed to “shock” its financial system back to health, and said that Egypt -- which had so far escaped much of the pain of the global economic crisis -- was preparing to face tough economic times ahead. The Ambassador, Senator Lieberman’s foreign policy adviser, and the ECPO MinCouns as note taker were also present.

2. (C) After welcoming Senator Lieberman, Gamal began by criticizing the Israeli government’s “last minute” decision not to move forward on the Gaza ceasefire without the release of Corporal Shalit. This complicates several aspects of the Israel Palestinian conflict, Gamal explained, not simply the situation in Gaza. The various Palestinian factions are due to begin reconciliation talks in Cairo “in about 10 days” and this development will make those discussions more difficult. It makes Egypt look bad, and strengthens Hamas.

3. (C) Another complicating factor, Gamal explained, is the current split within Arab ranks between “moderates” (Egypt and Saudi Arabia) and “radicals” (Syria and Qatar). This polarization, he opined, has “paralyzed the peace process.” Iran has skillfully exploited -- using Hamas -- the lack of movement towards peace. As long as there was a viable peace process, Gamal averred, “there was no place for Iran.” The best way to thwart Iranian ambitions in the region, according to Gamal, is to reinvigorate the Israeli-Palestinian peace process. What is also needed, he continued, is a unified Palestinian government. “The Palestinians need elections, both presidential and parliamentary.”

U.S. Re-engagement with Tehran?

4. (C) Senator Lieberman asked Gamal if he thought the United States should re-engage with Iran. “As long as Ahmedinejad is there, I am skeptical,” Gamal responded. Senator Lieberman said he shared that skepticism, but explained that the new administration believes the U.S. should try to engage the Iranians, but no clear strategy has yet emerged in Washington; Dennis Ross has been tasked with “reviewing” the situation. The one thing that is clear, Gamal stressed, is that by removing Saddam, the U.S. opened the door for Iran to flex its muscles and spread its influence throughout the region. “Like it or not, Saddam was a stumbling block to Iranian aspirations. His fall led directly to an increase in Iranian influence on the region.” Now, it is all the more important not to send a message of weakness to the Iranians, Gamal said, “neither from the U.S., nor from the moderates in the region.” We cannot “concede to their policy of aggression.”
5. (C) There are many in the region, Gamal explained, who believe that the U.S. was weakened by its actions in Iraq, and that Iran was strengthened. Furthermore, there is a perception that the U.S. has been hurt by the economic crisis and that it will be more inward looking for the next few years. Therefore, the Americans, it is said, will deal with problems in the region in a “less confrontational” fashion, and “may be willing to compromise. Iran is working hard to convince others that this is the case.” This creates a very dangerous situation for moderate states like Egypt, Gamal stressed. Noting that there was some truth in this analysis, particularly concerning the economic straits the U.S. is in, Senator Lieberman said that the U.S. will nonetheless engage in an even more aggressive Middle East foreign policy than previously, as evidenced by President Obama’s choice of
Secretary Clinton and Special Envoy Mitchell. Gamal welcomed this reassurance, noting that the GCC states in particular are “terrified” of Iran. Just the previous week, he said, an Iranian general had said publicly that Bahrain “has always been part of Iran,” as well as the Tunb Islands.

6. (C) Senator Lieberman then asked Gamal for his assessment of Qatari behavior. They are coordinating closely with Syria and Iran, Gamal said, “in an orchestrated attack on Egypt and other moderate Arab states.” Qatar has enabled Hamas to hamper every effort we have made to cement a ceasefire in Gaza. For some reason, Qatar seems to want to play the role of spoiler, Gamal surmised. “Even regarding the March 2nd Gaza conference we are hosting, they have called for another Arab only meeting in Doha just two days before.” In response to Senator Lieberman’s question as to Qatari motives, Gamal responded, “They just want a place at the table, no matter what.”

(C) Turning to the impact of the global financial crisis on Egypt, Gamal -- a former international banker -- said that while Egypt has so far escaped the worst effects of the crisis, “we are bound to feel the brunt of it eventually.” Because Egypt’s banking sector was thoroughly overhauled about five years ago, he explained, it is in much better shape than it night have been. Nonetheless, Egypt expects to see significantly lower GDP figures in 2009; “the most recent quarterly numbers are already way down.” The one ray of good news, Gamal said, is that inflation also is down; “nonetheless, we know we are in for a rough ride.” Egypt will be watching the United States very closely, Gamal said. Senator Lieberman asked for his advice as an experienced international financier. “Your banking system needs a shock,” Gamal offered. “You need a dramatic fix. Unless you get the banking sector revived, nothing else will come around.” However, Gamal continued, a piecemeal approach to the problem will not be enough; you need to inject even more money into the system than you have, and you need to get as much of the bad debt as possible out of it; “you must remove the toxic assets from the books” and restore the confidence of investors and consumers. Senator Lieberman agreed on the need for bold measures to restore confidence.

1. (C/NF) Main Points: -- Egypt's first commercial scale reactor is officially slated to come on line in 2020, with three more to be in operation by 2025. The GOE is expected to announce in January 2010 that El Daba on the Mediterranean Coast will be the site of the first plant. -- Nuclear Power Plants Authority (NPPA) Chairman Yassin Ibrahim, however, expressed serious doubts about official GOE timelines and expectations for Egypt's nuclear power program. He believes Egypt lacks the human capacity required to manage the complexities of nuclear safety and development. -- Given Egyptian lack of expertise and predicted delays, nuclear power will be "irrelevant" in meeting Egypt's energy needs for "at least" the next 15 years, according to Ibrahim. 2.(SBU) In a recent discussion with Econoff, NPPA Chairman Ibrahim said Egypt's current nuclear development posture is a function of a "national energy debate" that President Mubarak, as head of the Supreme Energy Council (SEC), initiated in 2006 and which targeted nuclear and alternative fuels for larger roles as fossil fuel reserves and production wane in the medium and long-term.
3. (C/NF) As a result of this process, the SEC, according to Ibrahim, set a target date of 2020 for Egypt's first commercial scale reactor to come on line, with three more to be in operation by 2025. He indicated that a contract for the first plant is to be put out for bid in 2011, and all contracts scheduled to be signed by 2013, with ground breaking by 2015. First Plant Site ----------------
4.(C) Ibrahim advised that he will recommend to "national authorities" by the end of 2009 a site and construction design type for the nuclear power plant, based on advice from Australian consulting firm Worley Parsons, which the GOE retained in June 2009 (reftel). Ibrahim identified four other possible sites but said the El Daba site on the Mediterranean coast, some thirty miles west of WWII's El Alamein battlefield, is the most likely to be chosen from among five competing sites. ¶
5. (C/NF) Ibrahim said the main opposition to the El Daba coastal site comes from Egyptian businessmen interested in touristic development of the prime beachfront location. Ibrahim said the site announcement has been delayed as he has had to educate senior officials and others on the operational importance of a nuclear plant being next to a water source, for cooling purposes, rather than in inland desert locations less attractive for real estate development. He said the orientation of the El Daba site to local currents and surf patterns would maximize the cooling effect of the water, an operational advantage that makes El Daba the clear front-runner. 6. (C/NF) Ibrahim said he would recommend only "proven" reactor designs, with operational histories of five or more years and exclude all "generation 3" reactors. He added that the choice of design would be made by the SEC, and with the personal involvement of President Mubarak. Ibrahim said the SEC design choice may be a type that includes "a heavy water feature." The choice will in any case be made in early 2010, according to Ibrahim. 7. (C/NF) Ibrahim said he expects the pace of civilian nuclear power development to be much slower than most GOE officials estimate. He anticipates delays in meeting the 2020 production date for the first plant and believes that the second or third scheduled plants are likely to be delayed "for several years at least" due to logistical, financial, political and other factors. . ¶8. (C/NF) Ibrahim explained that Egypt is at an especially large disadvantage with regard to "human capacity," lacking in trained professionals "at every level" and in "all sectors" related "even indirectly" to a nuclear power program. Ibrahim stated that Egypt's higher educational system is not capable of closing this capacity gap quickly. 9.(C/NF) Ibrahim thus reasoned that the first three nuclear plants Egypt will need to be turn-key projects, i.e., with design and construction provided wholly by foreign expertise. He added that there would need to be a delay of two to three years between projects so as to permit consolidation of human and physical infrastructure. Egypt protests: America's secret backing for rebel leaders behind uprising


Here is the secret document sent from the US Embassy in Cairo to Washington disclosing the extent of American support for the protesters behind the Egypt uprising.

Mubarak derives his legitimacy from U.S. support, and therefore
charged the U.S. with \"being responsible\" for Mubarak's \"crimes.\"
He accused NGOs working on political and economic reform of living in
a \"fantasy world,\" and not recognizing that Mubarak -- \"the head of
the snake\" -- must step aside to enable democracy to take root. 6.

the Wafd, Nasserite, Karama and Tagammu parties, and the Muslim
Brotherhood, Kifaya, and Revolutionary Socialist movements -- have
agreed to support an unwritten plan for a transition to a

empowered prime minister and parliament, before the scheduled 2011
presidential elections (ref C).

7. (C) xxxxxxxxxxxx said that the GOE has recently been cracking down
on the April 6 movement by arresting its members. xxxxxxxxxxxx noted
that although SSIS had released xxxxxxxxxxxx and xxxxxxxxxxxx \"in the
past few days,\" it had arrested three other members.

conceded that April 6 has no feasible plans for future activities.
The group would like to call for another strike on April 6, 2009, but
realizes this would be \"impossible\" due to SSIS interference,

leadership underground, and that one of its leaders, xxxxxxxxxxxx, has

offered no roadmap of concrete steps toward April 6's highly
unrealistic goal of replacing the current regime with a parliamentary
democracy prior to the 2011 presidential elections. Most opposition
